"VB LOTTERY / VISION BALL LOTTERY / Gulf Atlantic SA (Mr. Reinhard van der Vaart)" are labels used in a fake lottery scams (419 scam).
There are two versions of the scam, one hosted in the Netherlands and one in Nigeria. The Dutch scam uses Dutch mobile phone numbers (+31 6xx) while the Nigerian version uses UK special service numbers (+44 70xxx).

Benin City in Nigeria, where the Nigerian ISP is hosted, is reported to be a "no-go" area for the Nigerian Federal police. It's like a different country.
