"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Subject: WATER PROJECT CONTRACT

I am Mr Kola Abiola,the first Son of the late business mogul,Late Chief M.K.O Abiola am also the personal assistant to the Minister of water resources,Federal Republic of Nigeria and also a consultant to the Federal
Governmant of Nigeria on water management.
I will like to bring the following information to your notice.

The European union (EU) has approved the sum of 500 million euro for water projects in the African,caribbean and the pacific(ACP) contries
including Nigeria.The programme,which is known as the ACP-EU water facility, has the following objectives.
* Improved governance and integrated management of water resources at regional,transboundary,national and local levels, and
*Increased access to safe,affordable and sustainable water and sanitation services for the rural and urban poor

To achieve the water facility, the European commission has launched a call for proposals inviting eligible Government and Non-Governmnet
Organisations from ACP countries,including Nigeria,to submit proposals for water and sanitation projects.Under this call for proposals,180 million
euro is available for projects.The call for proposal will cover three components:
* Co-financing Improvements in water management and Governance,
* Co-financing water sanitation and infrastructures,
* Co-financing civil society initaitive

Who may apply?

Applicants must belong to one of the following categories:

* ACP States,
* International organisations
* Non-state actors(Article 6 Cotonou Agreement),
* EU and ACP national,local and regional public bodies with distinct juridical personality from the respective EU/ACP states.

Public applicants might include federal and state institutions such as ministries,water boards,rural water supply and sanitation agencies,
river basin development authorities,local government authorities,etc
