I got your information from an Internet marketing company and I decide to
contact you believing that you will be responsible and honest to assist in
this Venture. Before I go into this, I would like to reiterate the
importance of confidentiality which I will want you to maintain, as I am
career civil servants still in active service and would not like my name or
office to be jeopardized.
You are probably aware of the on going civil rule in my country, Nigeria and
the determination of the Obasanjo's government to probe the expenditure of
all past administrations in the country within the last Twenty Three years,

executed) in the Nigeria National petroleum Cooperation (NNPC) And Liquefied
natural Gas Project (NLNG) within the period in question, to determine the
present financial position of the corporation (its assets) and settle all
her liabilities to both local and foreign Contractors.
In the course of performing our duties, we discovered large sums of money
amounting to USD$ Twenty Eight Million Six Hundred Thousand United State
Dollars floating in some of the corporation’s account. These sums of money
originated from grossly over-valued contracts executed, with the actual
contract sums paid to the bonafide beneficiaries or their Agents. Some of
these projects include installation of PABX communication Gadgets for 14Pump
stations within Nigeria, Turn around Maintenance (TAM) Of Port Harcourt and
Kaduna Refineries and Atlas Cove Jetties Rehabilitation Project, the list is
inexhaustible.
Sequel to this discovery, the members of my committee for a very peculiar
reason Mandated me to seek for a credible and reliable foreign partner, who
can Confidently assist us in transferring this amount (USD$ Twenty Eight
Million Six Hundred Thousand United State Dollars) to his/Company's custody.
We have agreed to transfer the funds overseas for our private use, campaign
and for investment purposes with your help.
I am contacting you therefore, to stand in as a beneficiary of an unpaid
contract to the tune of the stated amount, and to process this Fund into
your custody. The fund shall be transferred to you legally in accordance to
all laid down procedures governing payment of contract fees and transfer of
funds.
We would work out all modalities for the successful transfer of this money
to you as the beneficiary. The need for this assistance is due to a
prohibition on public servant owning a foreign account. If you would assist
us, we have agreed to give you Twenty Percent of USD$ Twenty Eight Million,
Six Hundred Thousand United State Dollars while Ten percent will be set
aside to offset any expenses Incurred and Seventy percent for me and my
partners.
My perfected modalities for the transfer of this funds is for the transfer
to be made in the capacity of a contract payment to you/ your company for a
contract perceived officially to have been done by your company (Which I
will register here ), for the Nigerian National Petroleum Corporation (NNPC)
and the Nigeria liquified Natural gas company (NLNG). I will need you to
send me these required information, that is your full Names, contact address
phone and fax numbers (consisting of country codes area codes and phone
number ) as you would wish it appear on the payment schedule. With this I
would proceed to prepare all documents giving you title to the funds as a
beneficiary and an unpaid contractor.
The official position would be that this company (which will be registered
and updated to correspond with the contract date)executed contract
NGN/046/NNPC/63/NLNG/WR-PH/B601208503/93 for the NNPC for which it was
entitled to payment of USD$ Twenty Eight Million Six Hundred Thousand United
State Dollars (the over-Valued sum)which is the net contract price.
The claim would be officially validated at the Contract Review Panel as your
contract entitlement and thereafter forward the file to the My office as the
chairman for final recommendation and payment. The entire process of the
fund release and transfer would be totally official zed as obtained in
ordinary cases of contract payment transfer by the claims and payment
department of the committee.
The complete officialization of the processes will cater for, any enquiries
(if any) by your bankers as to the source of the funds when it arrives the
account which you will provide (which need not be your regular account but
any other provided by you for this purpose to put you on a safe side) .
Your bankers can verify the source directly from the Payment unit of the
committee if they wish. In the interest of bolstering confidentiality, I
advise that you should for now stall whatever discussion you may wish to
have with your bankers in respect of your expectation of the funds. Also,
modalities will be put in place so that immediately the funds arrive your
account all bureaucratic matters on the part of your bankers would have been
settled.
Please remember that confidentiality must be our watch word as the
advantages accruable to us from strict compliance with it can never be
over-emphasized.
On receipt of the above contact details I would mail you an Application text
which I will want you to send through email attachment to the panel stating
your claim, this is to ensure that we follow all legal procedures guiding
the processing, payments and transfer of such contract fees as laid down by
the Nigeria National Assembly and stated in the panels prospectus. Do send
the application as soon as you receive it so that the panel would be alerted
of your claims and respond to it within 48 hours which is time limit to
responding to such claims.
You would get copies of all required documents which proves this claim and
gives you title to the contract fee as the beneficiary and an unpaid
contractor, as we proceed in processing the claims as these copies would be
mailed to you by the panel.
I await your urgent response and the receipt of your full Names, contact
address phone and fax numbers as you would wish it appear on the payment
schedule to enable me commence the project as time is of equal essence as
