of Nigeria (CBN). The purpose of this special meeting was to (i) rebuild
Nigeria Economic (ii) pay all Foreign debts. In this regards, and due to the
good and positive results we receive from this special meeting a total sum
of US$1.9 Billion have been approved from the supplementary budget bill by
the Upper House of Assembly recently to pay all foreign contractors whose
payment have been hanging since 1995. In order to show the world democratic
and transport government by this new Government, and give Foreign
Contractors 100% Assurance that in three (3) working days their contract sum
will be effected to their nominated Bank Account. The Government of Nigeria
inaugurated the Foreign Debt Payment Office in London under the full
guidance of the Citigroup London to check the progress of DMO and see to it
that every contractor receives his / her money within the next three working
days immediately the contractor has contacted the citigroup London . We have
discovered that you always receive fax messages like this from different
offices who claim to be incharge of your payment and some fraudulent letters
on my name which I did not send or authorize , You should beware of calls &
fax you receive because it is only the Foreign Debt payment Office has been
authorized to pay old foreign contractors from the Federal Government
reserve foreign Account with citigroup in London . E Mail :

My Apex Bank has sent a telex signal to the citigroup in London to endorse
your file among contractors listed for payment this week You are however,
strongly advised for the interest of your person if you do want to get paid

fund within the next two working days. No other Financial Institutions have

without your account information applying for the immediate payment of your
