"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Dear Friend,

RE: SUPPLY, INSTALLATION & COMMISSIONING OF HP BOILER WATER PUMPS-101-P-02B etc, COOLING WATER PUMPS-106- P-01B/C etc & THEIR APPROPRIATE MOTORS FOR KADUNA REFINERY AND PETROCHEMICAL COMPANY.( Highly classified please)

I got your contact from the Nigeria foreign Affairs office though I did not disclose my real intention to them for security reasons. We carry out legislative oversight checks and monitoring over the Down stream activities of Ministry of petroleum Resources, and it’s Paraststals like Nigerian National Petroleum Corporation (NNPC) as we are empowered by section 88 of the 1999 Nigerian constitution.

Before coming to the senate in November 2009 for 2010 budget defense, Nigerian National Petroleum Corporation (NNPC), Board of Directors packaged and brought to us the above quoted contract which in real terms worth $45M, but deliberately inflated to $75M as a Lobby on us in the senate Committee on Downstream Petroleum Resources to help facilitate the easy passage of the budget in their favor , without alteration and we had done that for them. They are very happy and their Executive Director of Finance came to my office yesterday with all the relevant documents about the contract. Part of our understanding with them is that 80% of the contract amount shall be firstly released as the mobilization to the contractor for the execution of the contract.

But we are handicapped by the "Code of conduct for public officers" which forbids public officers in Nigeria from engaging in contracts with the same Government in which they serve. This is why I am sending you this confidential mail for your co-operation for us to front you being a foreigner to take the well arranged contract. If this proposal interests you as I hope, do get back to me urgently for us to discuss the details and modalities for our mutual benefits. Very importantly, please keep this very secret and confidential for security reasons.

Best regards,

Mr. Emmanuel Paulker
Chairman: Senate Committee on Downstream Petroleum Resources.
