"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Subject: Good morning

Goodday,

I am Dr Sandile Nogxina, Member Tenders Committee, Department of Minerals
and Energy. We got your information from the South African online trade,
commerce and industry.

My terms of reference involve the award of contracts and also approval of
payments to multinational companies.

My office is saddled with the responsibility of contract award, screening,
categorization and prioritization of projects embarked upon by Department
of Minerals and Energy (DME) as well as feasibility studies for selected
projects and supervising the project consultants involved. A breakdown of
the fiscal expenditure by this office as at the end of the last fiscal quarter
of 2000 indicates that DME paid out a whooping sum of US$2.6Bn (Two billion
six hundred million, United States Dollars) to successful contract beneficiaries.
The DME is now compiling a list of beneficiaries to be paid for the first
Quarter of 2004.

The crux of this letter is that the Tenders Committee Unit of the DME deliberately
over -invoiced the contract value of the various contracts awarded. In the
course of disbursements, this unit has been able to accrue the sum of US$16.25M(Sixteen
million, two hundred and fifty thousand U.S Dollars) as the over-invoiced
sum. This money is currently in a escrow account of the DME under the Contract
Review and Payment Committee (CRPC). We now seek to process the transfer
of this fund officially as contract payment to you as a foreign contractor
who will be fronting for us as the beneficiary of the fund. That way, we
can facilitate these funds to be transferred to you for possible investment
abroad. We are not allowed as a matter of government policy to operate any
foreign accounts abroad.

You will be entitled to 30% of the said sum US$16.25M, while 65% will be
for my colleagues and myself; 5% has been mapped out from the total sum to
cover any unintentional or out of pocket expenses that may be incurred by
all parties during the course of this transaction.

I want to assure you that the Tenders Committee are in a position to make
the payment of this claim to you possible provided you can give us a very
strong assurance and guarantee that our share will be secured and Please
remember to treat this matter as a very confidential matter because we will
not compromise with any form of exposure as we are still in active Government
Service.

We shall be relying on your advice as regard investment of our share in any
business in your country as we cannot return home with huge amount of money
in our possession. This transaction is genuine and 100% safe considering
the high-power government officials involved. We can only transfer the money
with the help of a foreign partner hence I contacted you.
