It may interest you to know who I am and the urgency
of this circular notice coming from my desk for the
first time.

I am CAPTAIN JERRY PHILIPS. Fedral Republic of Nigeria and the

newly
appointed Chairman of Foreign Debt Reconciliation Committee -

(FGN).
I have been directed by the National Assembly and the President -
Chief
Olusegun Obasanjo who appointed me last week to bring to your
immediate notice and urgent attention that this democratic

government
understands your plight, the huge amount of money you have spent
out, all the disappointment you have suffered in the past to get

your
contract sum paid to you, due to what we described as selective
payment and incessant demand excessive fee by some unscrupulous

and
corrupt
erstwhile officials in-charge of foreign payment in CBN, NNPC,
private banks.

Be informed that this Committee was setup by the Federal

Government
of Nigeria (FGN) this New Year January 16, 2003 to make sure that

all
contractors receive their fund before end of this quarter payment
coming up soon. After going through many reports, we became

dismayed
that 25 foreign contractors including you has been cheated for

years,
secretly by bad eggs in government (NNPC, CBN) who has been
laundering your money, trading in foreign stock, shares thereby
ranking huge
profit on this shady deals every month without your consent.

Series
of special meeting were held with World monitoring institution,

World
Bank group, International Monetary
Fund -IMF for purpose of (1) Rebuild Nigeria economy (2) Pay all
foreign
contractors. In this regard we receive a total sum of US$2.9

Billion
U.S Dollars to pay all foreign contractors whose payment has been
hanging since 1990 especially 25 Top Priority Contractors (TPC)
category.

Sir, I do not know why uptill now you have not made any effort to
contact us personally or write a protest letter to the Presidency,
knowing fully well that your contract was awarded through the

power
of FGN, not NNPC or CBN as you are seeing it, but I hereby advise

you
to desist
from any wasteful contact to whosoever you are dealing with on
receipt of this message in order not to jeopardize our effort. We
have
decided to pay you from our fedral government grant account

operated
in the
fedral reserve bank of new york(FRB) for

immediate and urgent release of your contract fund as soon as we

have
heard your response on this matter.please e-mail us your reply as
soon as you receive this message,with your full contract details.
