The above-mentioned amount accrued from a deliberate over-invoicing of a
particular contract awarded and executed under my ministry in the year 2004.
The original contractors who executed the said contract were dully paid and
we are left with the excesses which is now floating in an account with our

for an appropriate safe opportunity when the money can be transferred into a
private account for our personal benefit. The urgent need now to transfer
this amount was as a result of the recent order by the president,Federal
Republic of Nigeria, that all outstanding debts owed to foreign contractors
by this Government should be paid immediately in order not to over-burden
the Federal Government with debts and as a result of that, we have decided
to take good advantage of this opportunity to present you or your company as
the beneficiary of the floating amount (US$35,000,000.00).
We have agreed to compensate you with 30% of the total sum for your
assistance,while 65% will be for us, the originators of the deal here in
Nigeria, while the remaining 5% will be used to settle incidental expenses
that might be incurred throughout the entire transaction by both parties.The
nature of your company's business is irrelevant to this transaction and as
such cannot create any barrier as all arrangements has been perfected for a
successful and hitch-free transaction.
Note that we have also taken measures to ensure that there is no risk
involved on your part at all. If it is you wish to render the anticipated
