I am aware of several efforts to clear and release your contract payment but all of which had failed and had caused you both time and money loss due to the activities of corrupt officials and criminalimpersonators who inflitrate the system. In the light of the above said, please be informed that we have floated a new disbursement strategy for outstanding contract payments for this 2006 fiscal year, which effectively and absolutely cancels the non-concluded payment proceedings of last year.
The new payment strategy is in such a way that its execution does not involve Nigerian officials and this is to safeguard our foreign contractors from being victims of the manipulative and extortion tendencies of Nigerian officials.
