I was the former Minister of Environment and Natural Development Unit, Republic of Mauritius, under the Government of Prime Minister Hon. Paul Raymond.
Acting in my capacity, I awarded a number of large Government building/construction contracts to a German Construction firm (Philipp Holzmann AG in Frankfurt am Main) worth hundreds of millions of dollars. In the execution of this project the German firm discovered a colossal amount of precious stones in one of the sites.
I collaborated with this firm in a mutual agreement as regards the proceeds of which I have now received my share of exactly US $13.530,000.00. But, I could not introduce or circulate this amount into the Mauritius banking system considering my provisional duty as a minister during the time I received these funds, also earning less than $1000 equivalent of Mauritius Rupee (our local currency) and the strict stipulations of the Bureau of conduct guidelines and regulations for Public/Civil servants.
Furthermore, Groups of persons in the Government has ganged up against me, with false but true allegations of an intention by me to contest the next presidential elections. This has caused obstructions and discontent in my party circles, now prompting my decision to take flight with my family, We will discuss this further.
I am therefore soliciting for your co-operation to take delivery of the funds into your custody for investment purposes first, and then to finance from part of the funds my political ambition. Which is, among the reasons, I am soliciting for your cooperation.
Presently, these funds are contained in two boxes tagged diplomatic paraphernalia are entrusted with an agency attached to the United Nations and I am soliciting your assistance, in the spirit of partnership to take delivery of these funds on behalf of my family for investment purposes in your country.
Like I stated above, the funds were given to me by the construction company and they in turn received it from their partner company in United State of America with relevant documents to prove the non-illicit nature and origin of the funds which I will furnish you with for perusal as we progress and consolidate our relationship once I receive good response from you base on this issue.
