"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Dear Sir,

My name is Engr.Tolbert Joseph , I work with the Sao Tome and Principe
National Petroleum Agency. To be precise, I oversee European operations for
the agency. My position in the agency entitles me crude oil lifting
allocation licenses and to recommend oil allocation bidders and actualize
crude oil lifting to my candidates based on my interest.

In 2005, I facilitated and actualized the crude oil lifting license to a
candidate, a medical doctor from South Africa and his partner from Iraq
Mohammed Khalid which was approved in 2006 February .

The license was for 5 year at 24 million bbls/12 months . Dr. Kassim A
Kassim of Brenthurst Hospital due to some financial constraints after the
death of his partner ( financier) could not make use of this oil lifting
license , (it seems his partner was among the indigenous contractors that
was killed in the ongoing Iraq war). He did not have the funds to hire
vessels and deliver the crude oil to his buyers. He only had buyers who
wants to buy the crude on a CIF transaction.

The license has been valid till date (as I always ensure that I keep to
my side of the bargain) but I have decided to begin using the license
from next month . I have ready buyers who are ready to buy the crude on a
regular FOB transaction . In this transaction, the buyers will arrive our
loading port and buy the crude oil.

I am in need of a partner whom I can trust. I will package this partner
as the crude oil allocation license beneficiary. Due to my position in the
petroleum agency, I cannot handle this position.
I believe you have all the qualities I need for that partner. This is why I
am contacting you. With the current of events in Sao Tome and Principe ,
we shall be able to lift a minimum of 1.5 million barrels of SLCO per
month. This will fetch us an average of US $80 million per month.

This is what I propose:

1).You provide me with your company name, which shall be used in place of
the initial license operator.( Dr Kassim A Kassim )

2).I will ensure that your company name is recognized as the crude oil
lifting license operator and that we have a lay can date for at least min
of 1 million barrels per month, a maximum of 2 million barrels per month
starting from March .

3).I will ensure that all lifting procedures are in place and buyers
readily available.

4).You stand in as the crude oil license operator for all lifting and sales
transactions.


5).We shall split the oil sale proceeds in the ratio of 50:50 equity share.
equity will be at the end of every annual quarter.

I believe you are a person of wisdom and intelligence. This offer I make
to you is based on utmost good faith . Therefore without mincing words, I
rely on you for utmost confidentiality on every bit of the detail relating
to this transaction.

Currently I am now in United Kingdom for a conference / seminar for further
