Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

SUBJECT: PAYMENT APPROVAL ORDER

In view of un-sovereign remarks and displeasures by Foreign Contractors /
Inheritance Beneficiaries credit Nations over their long overdue payments,
our legislative assembly passed a bill on 29th of September 2007, which our
newly elected President assented to as an act thereafter provided enough
money from our consolidated fund to pay off all the foreign creditors
without further delay through our foreign reserve in the United States of
America without further delay to be precise, DBS Assurance Bank Washington
Dc.

This act empowers the President to source money from the consolidated fund
to clear all the backlogs of debts owe to foreign creditors. This act was
passed in good faith for an effective prompt attention to ameliorate
harrowing experience of all the creditors, and to clear our battered image
within the business communities of the world. Note also that by this act,
all previous bodies appointed to handle this payment are hereby nullified,
you should therefore henceforth; disregard any further transaction with such
bodies.

Consequently and indeed, a lot of claim bills have been discovered to be
spurious, frivolous and unprecedented. In order therefore to ensure that we
pay to genuine creditors, the Presidency has set up a special committee
called PRESIDENTIAL RECONCILIATION & SETTLEMENT COMMITTEE (PRSC), this body
is a sole body working in secret because of the corrupt officials of the CBN
(central bank of Nigeria), whose responsibility was suppose to have
finalized all payments owed to foreign beneficiaries but which was not done
because of the numerous corrupt officials of the Apex bank. My duties shall
be among other things to compile, verify and pay the genuine creditors from
the approved fund allocated from the National Consolidated Fund through
nominated Bank as stated above.

You are hereby advised to signify your immediate interest to proceed so that
we can furnish all your contact information which you are advice to provide
us with in your return mail to the payment coordinator for him to contact
you with the full procedures to proceed with effecting your payment.
