Subject: Classified Document

Hello,Compliments and do please accept my highest regards and esteem. Please note that this correspondence must be kept highly secretive and as such remains a classified document. My name is Mr. Carl Smith Pepple; I served as a personal assistant in the Directorate of Petroleum Resources, Federal Republic of Nigeria. Further details of my personal profile will be made available to you if need be. I was seconded and served in the executive and think tank committee as the secretary to fashion out modalities on the allocation and awards of 2007 oil prospecting bid rounds. This Committee was headed by Mr. Tony Chukwueke in charge of Directorate of Petroleum Resources. Our Country Nigeria is Africa's second largest oil producer, surpased only by Angola due to the incessant crises in the Niger Delta area of the Country. The Committee was saddled with the responsibility to change and Manipulate the existing bidding principles in order to accommodate the Former President Olusegun Obasanjo's ambition to award oil prospecting blocks to its former cronies for a failed third term ambition so as to enable him conclude his numerous reform policies for a sound economic re-engineering. In the course of our assignment, we were able to raise huge sums of money from unknown and de-registered companies without the proper open auction processes and some from friends of the Government, Corporate world, donor agencies, multinational Companies and even Government secretly passed funds to us using Government Parastatals so as to conceal sources of funds. Most of these Funds came by cash in several Trenches for easy usage and direct applications. All the above funds was to assist in Lobbying the then members of the Parliaments, the civil societies and the various human right groups for their supports accordingly again it was easy for the Government to release funds secretly because of the excess revenue generated be the Government far beyond the anticipated earnings and projections due to the astronomical rise and the increase in crude oil price worldwide over the years as Nigeria is a major crude oil supplier in the world. With the unexpected and the abrupt collapse of the third term elongation project and the change of Government, I and a few members of the Committee have therefore decided to move part of these funds USD$80M in our secret possession to safe haven abroad urgently. Having served as the secretary of Committee, I was mandated to arrange and ensure the smooth Operation. In view of numerous Probes by the National Assemblies, Corruption Scandals, Allegations and Counter Allegations rocking the Nation especially the Power Project Sector, the Aviation sector, the Niger Delta crises and recently the Transport sector, all these portends serious uncertainty hence the need for us to urgently tide up this deal now that My Boss Mr. Tony Chukwueke has been sent on compulsory leave to pave way for on going investigations into a hastily award of oil blocks by the last Administration on May last year. You will be adequately compensated upon the successful conclusion of this deal.We assure you and guarantee you a hitch free transaction as we are indeed on top of the situation and all the Big money making process is the same and inter-related, therefore time, chance, and opportunity is of great essence and this great privilege cannot be exception. Please confirm your Readiness, Ability; Willingness and Capacity to fully participate in this type of high profile transaction so as to enable us discontinue further Search and Contacts for a Reputable and Highly Trusted groups or individuals for the purpose of concluding this deal.

Acknowledge receipt through e-mail urgently.Regards,Mr. Carl Smith Pepple Bsc,L.L.B HonsDirectorate of Petroleum Resources,ABUJA, NIGERIA.
