"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Mr. Chia Yeou Cheong is a civil engineer with more than 20 years of experience in the building and construction industry. Previously, Mr. Chia was the Senior Manager in the Building and Construction Authority (BCA), leading a team of quality assessors and auditors in conducting the BCA’s Construction Quality Assessment System (CONQUAS). He was instrumental in introducing the Quality Mark for Good Workmanship Scheme which has since been adopted by major developers in Singapore. Mr. Chia has represented BCA in the Real Estate Developers Association of Singapore (REDAS) Reconciliation Panel – an independent panel to mediate disputes on quality workmanship between homebuyers and developers who are members of REDAS. In addition, Mr. Chia had conducted CONQUAS training for Larsen and Toubro (L&T), the largest construction conglomerate in India. Mr. Chia is also currently a member of the National Association of Certified Home Inspection (NACHI) – America’s largest association for home inspectors.
