"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.

MacArthur Foundation Grant

The D. and Catherine T. MacArthur Foundation Invite Proposal for
Application as Principal-Recipient for each of the under listed priority
global program in 2011. The Fund supports activities at the global and
national level, and will consider significant local or regional
initiatives offering the potential to leverage broader national or global
impact. It will consider proposals for either core or project-specific
support. Grants are awarded to organizations that define clear objectives
for their work and measures of progress toward those objectives.
Typically, MacArthur provides multi-year support and focuses its work on
the following priority themes below.



Conservation & Sustainable Development

Global Migration & Human Mobility

Higher Education

Human Rights and International Justice

International Peace and Security

Population and Reproductive Health



The Principal Recipients will manage the MacArthur Foundation grant for
each of the components on behalf of the organisation. MacArthur Foundation
is requesting applications from organisations interested to be nominated
as Principal Recipients.

Applicants should meet the following criteria:



§ Experience in co-ordination, management and implementation of grant
programmes

§ Knowledge and understanding of the performance based funding processes.

§ Track record in managing grant making processes

§ Financial management, procurement and supply management capacity
including systems for funds disbursement.

§ Adequate costing for programme management

§ Proposed methodological approach to implementation of PR tasks

§ Strong governance oversight and controls.

§ Effective systems for programme monitoring and evaluation and reporting.

§ Adequate human and physical resources infrastructure.

Application process

All applicants must submit a letter of inquiry of no more than two pages
briefly describing the mission and history of the applying organization,
goals of the initiative(s), specific objectives, and accompanying
strategies. The letter must also state the organization’s current annual
operating budget and primary sources of income. Applicants will be
informed if a full proposal is warranted, at which time prospective
grantees will be asked to submit additional materials, including a
proposal narrative and detailed financial documentation.
