Subject: OPPORTUNITIES IN NIGERIA OIL DOWNSTREAM SECTION.

Hello,

Thanks for your time and attention. Ours is a crass paradox and a huge irony of fate. We are the world's 6th largest exporter of crude oil and yet we import more than 70% of our daily needs of refined petroleum products from abroad and from some of the countries which don't even have proven oil reserves. This is because successive governments had encouraged the systematic sabotage and decay of our three refineries over the years.

This was not an accident but was deliberately done to create avenues for the high and mighty and those who knows, to reap billions of dollars in subsidy windfalls. We import refined petroleum products at going international prices and retail to consumers back home at a fixed pump price per liter, which is far less than the cost of importing same from the international oil markets. The government pays the difference between the international price per liter and the lower local selling prices per liter. This different is known as oil subsidy and it runs into over $800 million per month. This has been going on for years.
Everybody who plays any part, or renders any service from the point of importing the petroleum products from abroad to when it enter the gasoline car tanks of the consumers here, is entitled to a part of the subsidy which is calculated with predetermined templates. The various government agencies charged will accounting for this process don't know how much is really imported and to be subsidized and how much subsidy is due in absolute terms, as various agencies and entities involved in the process, including the Central bank of Nigeria, the Federal Ministry and the Petroleum Products Marketing company (PPMC), usually turn in conflicting figures and amounts year in and out.

There is good money to be made here from this oil subsidy windfalls, for doing nothing other than getting one's facts and claims correctly. I am an insider and an employee of the Petroleum Products Pricing Regulatory Agency (PPPRA) - prime government agency which supervises the subsidy process. With your cooperation, you and I can make real good easy money (in millions of dollars), from these subsidy windfalls now. I have the wherewithal and claws to make this happen, but you will be the receiver of the money in any bank account outside Nigeria.
I will only say no more until after you have signified your interest and given me your attention. My country is Nigeria and my Name is Dr. Usman Hassan.
See the link below for an idea of what I am saying: http://www.pppra-nigeria.org/DownstreamData/jan2010.pdf.
