"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

Subject: Re: Investment Deal

Dear friend,
It is my humble pleasure to send you this letter with the hope to know you
more better through this first initial contact.
I am Dr.Michael Obiah, chairman of the Public Procurement Board of the
Economic Community of West African States development projects and
humanitarian assistance, ECOWAS regional headquarters here in the Republic
of Togo, West Africa.

I make this offer of investment partnership to you in strict confidence,
and because of the nature of the transaction, i intended to deal directly
with a reliable person to cover, as well as contribute to a perfect finish
of the transaction, leaving no loop-hole.

I am contacting you after an opportunity in my office that will be of
immense benefit to both of us. In a nut shell, as the Chairman of the
Council of Public Procurement, in our development program with many
construction projects awarded contracts to foreign firms through which I
was able to organize and adding some extra cost of the original invoice for
my personal benefit, and the total amount includes currently the sum of (US
$ 15.850,000.00.) Fifteen Million Eight Hundred Fifty Thousand United
States Dollars, and I was notified that the payment is being approved by
the Government authorities and transferred to a dormant account without a
beneficiary name yet and waiting for me to present the owner/beneficiary
name, and it is going to be a problem if i did not present the foreign
beneficiary.

That is the main reasons why i am contacting you to stand as the owner and
beneficiary, for immediate transferring processing in your name. I could
not provide any bank in the name of any recipient, and in connection with
the rules and regulations, the ethics of employment here in this
organization, which does not allow civil servants to have any bank accounts
in foreign banks, so I am therefore in urgent need of aid a foreign partner
who will act as the recipient of the funds.

This is another reason why I need your help to provide a good bank account,
which can withstand the funds, for safe keeping and our future investment
with your comprehensive advice, assistance and partnership in your country.

My questions are is this:

1. Would you help me to stand as a foreign contractor and the recipient of
the money in the bank?.

2. Tell me the conditions in which you will be helping and your percentage
of which you will need to finance the deal?.

This transaction is 100% risk free because I have all the necessary
information and approval of the documents necessary to support your claim,
and how well i had put every machine in place to ensure that the funds will
be released without a hitch.

Waiting for your urgent response, so that i will tell you what to do.

Yours Faithfully,
Dr.Michael Obiah Jonex Uru

Economic Community Of West African
States Projects & Humanitarian Services.
