"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

State abandoned-property laws generally are called escheat laws. Although escheat laws vary from state to state, they normally require a bank to remit the proceeds of any unclaimed deposit account to the state treasurer when—

• The unclaimed deposit account has been dormant for a certain number of years and
• The owner of the account cannot be located.

The law on dormant deposits and unclaimed deposits stipulates that financial institutions, banks, stock brokers, utilities, employers, life insurance companies, probate offices and other transfer custody should actively search for the holder of the account (or the person entitled, for example heirs). The financial institutions are obliged to search for possible persons entitled or beneficiaries. In case they cannot be found, the deposits must be transferred to the Administration of Deposits and Consignations within a specified period without any further information on the holders and may subsequently be allocated to the Silver Fund (Government Treasury) by royal decree. This means that once the balance on such an account is paid to the Administration, you can no longer recover it since there will be no more information on the former person entitled.

First, they have to send a letter/email to the last known address. If no subsequent reaction is given, they can simplify the search for their dormant customers by trying to trace them in the National Registry and the Crossroads Bank.

If a following recorded delivery does not produce positive results, the legal tracing procedure ends as far as the financial institutions and the insurance companies are concerned. In that case, the dormant deposits or unclaimed deposits such as escrow deposits accounts, current accounts, deposit accounts, savings accounts, insurance contracts and safe deposit boxes (consisting of money, securities, foreign currencies, etc) together with the accompanying details on the person entitled / beneficiary, are transferred to the Administration of Deposits and Consignations. Afterwards, the deposit falls to the Government Treasury.

Now our Reserve Bank, vide their circular GKFC No.Leg.BC.34/09.07.005 issued detailed instructions to the financial institutions and the insurance companies on dealing with unclaimed deposits / inoperative accounts. Banks were advised to display the list of unclaimed deposits / inoperative accounts which were inactive / inoperative for five years or more on their respective websites. With a view to further strengthening the regulatory framework for inoperative accounts and unclaimed deposits. Banks have been advised to put in place a Board approved policy on classification of unclaimed deposits; grievance redressal mechanism for quick resolution of complaints; record keeping and periodic review.

Now to formally introduce myself and to also inform you the purpose of my contact to you. Firstly I wish to inform you that this letter is not a hoax mail and I urge you to treat it serious. I am Mr. Jean Mattie, the manager of Corporate Audit Services of Amalgamated Bank here in West Africa. I got your email address from your country National Registry on business network, and by your vast business profile I saw, I am assured that you will be very capable to transact this business with me.

During the course of our auditing/reconciliation exercise of our book balances for the 2014 financial year, I discovered a floating fund in an account opened in our bank branch in 2011 and since April 2012 nobody has operated on this account again.

After going through some old files in the records I discovered that the owner of the account happens to be an American national, who used to transact with PETRO-CI Corporation here in Cote d’Ivoire. It happened that PETRO-CI Corporation in Cote d’Ivoire used to pay his company named Roadside Ventures LLC project bills through our bank to his bank account overseas therefore based on his outstanding projects with PETRO-CI Corporation he made a numbered time (fixed) deposit for twelve calendar months valued at us$3.950.000.00 in my branch. We have sent a routine notification to his forwarding address but got no reply. All attempts were fruitless.

Finally we discovered from his contract employers, PETRO-CI Corporation that he is no more due to auto-mobile accident. This sum of us$3.950.000.00 is still sitting in the bank and the interest is rolled over with the principal sum at the end of each year. As it is now no one has come forward to make any claim on the fund as i presume that no one knows about the deposit because he did not declare any next of kin in all his official documents including his bank deposit paperwork.

And according to the abandoned-property laws/financial laws of Cote d’Ivoire, at the expiration of 5{five} years the money will be termed as unclaimed deposits and will be reverted to the bank treasury and thereafter be transferred to the Administration of Deposits and Consignations. Consequently, my proposal is that I will like you as a foreigner to stand in as the partner/family member to this late client so that this money will not be reverted. All I have to do is to input your data in his bank deposit paperwork and name you as the beneficiary and you will officially contact our bank for claims so that the fund will be transferred to any bank account that you will designate.

The funds is still floating and if I do not remit this money out urgently it will be forfeited for nothing. The owner of this account is Mr. Ron Bramlage an American and a great industrialist and a resident of Kansas Florida State, who unfortunately lost his life in a crash in Kansas including his wife and the couple's children leaving nobody to claim the money. No other person knows about this account or anything concerning it, the account has no other beneficiary and my investigation proved to me as well that the account is a secret account.

We wish to transfer this money into a safe foreigners account abroad. But I don't know any foreigner; I am only contacting you as a foreigner because this money cannot be approved to a local person here, but to a foreigner who has information about the account, which I shall give to you upon your positive response. I am revealing this to you with believe in God that you will never let me down in this business, you are the first and the only person that I am contacting for this business, so please reply urgently so that I will inform you the next step to take urgently. I need your strong assurance that you will never let us down, me and a key bank official who is deeply involved with me in this business.

I want to ask you, If you are not capable to quietly look for a reliable and honest person who will be capable and fit to provide either an existing bank account or to set up a new Bank account immediately to receive this money, even an empty account can serve to receive this money, as long as you will remain honest to me till the end for this important business trusting in you and believing in God that you will never let me down either now or in future.

Naturally, this letter will come to you as a surprise since we do not know in person. I beg you to permit me however. It is with deep sense of honor and respect that I humbly make this appeal to you with the understanding that any fact/s or opinion/s expressed in this letter is given in confidence and solely for your personal information and use. I am Afraid many things are going on now in the internet which is the only way I think I can get this issue solved but If it does not interest you, disregard the mail but if it makes sense to you, I open my arms wide to do business with you.

Finally, I guarantee you that this transaction will be executed under a legitimate arrangement that will protect you from any breach of the law. As the Auditor in our bank branch, i will destroy all documents of the transaction immediately you receive this money leaving no trace to any place. I will also use my position and influence to obtain any legal approval the bank management might require from you for onward release of this fund to you. At the conclusion of this business, you will be given 40% of the total amount while 60% will be for us.

I urge you to make a quick response indicating your interest and readiness to participate and work with me to make this successful. As soon as the transfer is done successfully and you confirm the fund in your bank account, I will fly down to meet you.

So please treat this letter with utmost confidentiality if you are willing to do this with me, and after all documentations, it will take just 7 bank working days to conclude everything.

PLEASE, TREAT THIS PROPOSAL AS TOP SECRET.
