"419" Scam – Advance Fee / Fake Lottery Scam

The so-called "419" scam is a type of fraud dominated by criminals from Nigeria and other countries in Africa. Victims of the scam are promised a large amount of money, such as a lottery prize, inheritance, money sitting in some bank account, etc.

Victims never receive this non-existent fortune but are tricked into sending their money to the criminals, who remain anonymous. They hide their real identity and location by using fake names and fake postal addresses as well as communicating via anonymous free email accounts and mobile phones.

Keep in mind that scammers DO NOT use their real names when defrauding people.
The criminals either abuse names of real people or companies or invent names or addresses.
Any real people or companies mentioned below have NO CONNECTION to the scammers!

My name is Engr. James Obioma, an engineer, an Investor and management consultant based in Angola, I secured the below contract from the government.

CONTRACT: Eni Angola East Hub:

An EPCI contract awarded by Eni for Block 15/06 - East Hub Development Project, located approximately 350km north-west of Luanda, Angola. The scope of works includes the provision of 5 flexible risers and 20 km of rigid flow lines, as well as installing SURF facilities which include umbilical sections, rigid spools, well jumpers and 14 PLETs to be fabricated in Angola. The project will be completed by the end of 2016.

The government has approved the release of 60 percent of the money now from their reserve account in UK and Canada while the remainder on completion of the contract, if I allow them to transfer the money to my account in Angola, it will attract a very high tax charges.

So, what I am looking for is a trust worthy individual who can enter into a partnership with me to execute this contract by providing a good bank account where the money would be lodged into, and then disburses it as we commence the contract. Any profit made would be shared by us. The contract is a 35M USD contract.
